LIAO Fangyu is Professor and Director General of CNIC. He also serves as Member of the CAS Leading Group for Cyberspace Affairs, Vice President of the Chinese National Committee for Committee on Data of the International Science Council (CODATA, ISC), Vice President of the Internet Society of China and Specially-Appointed Vice President of China Information Association.

He has been leading various important initiatives on developing and using information technologies such as the implementation of the CAS 13th Five-Year Informatization Project, the development of the CAS Prioritized Strategy on Data and Computing Platform, the Project on Scientific Data Service Platform and Innovative Applications under the Big Data Program of the National Development and Reform Commission, and the construction and operation of the National Internet of Things Name Service Platform.
